The United States Supreme Court, in a 5-4 decision on June 21, overturned the Quill Corp. vs. North Dakota case, which prohibited states from charging sales tax unless the business had a physical presence in the state.

In 2016, the Iowa Department of Revenue promulgated rules which require electronic filing of W-2 forms for Iowa businesses. To allow additional time to implement these new requirements, the Department has proposed new rules extending the phase-in for one year. As proposed, the amendment will only require withholding agents with at least 50 employees to file W-2 forms electronically for tax years 2016 and 2017.

The House Ways and Means Committee assigned House Study Bill 535 (HSB 535). This bill will temporarily couple for tax year 2015 the state tax code with all updates except bonus depreciation that the federal government made at the end of 2015.

The Iowa Legislature’s Tax Expenditure Committee, which performs a scheduled review of specified tax credits, met Wednesday to review various tax credits including agricultural assets transfer tax credits, custom farming contract tax credits, claim of right tax credits, S corporation apportionment tax credits, alternative minimum tax credits, assistive device corporate tax credits, charitable conservation contribution tax credits, motor vehicle fuel tax credits and new jobs tax credits.
