Federal Spotlight: House Introduces ACA Tax Relief Bills

Members of the House Ways and Means Committee introduced multiple bills aimed at delaying the implementation of several of the taxes associated with the Affordable Care Act this week. Some of the changes to the existing taxes include:
- Five-year waiver of the medical device tax
- One-year pause in the health insurance tax for insurers that provide a premium rebate to the consumer; then for all insurers in 2019
- Three-year retroactive relief from the employer mandate
- One-year pushback of the Cadillac tax on health plans, which is currently set to go into effect in 2020.
It is possible many of these bills could be attached to an end of the year spending package Congress is working on right now. ABI members discussed these issues with our federal delegation during ABI’s trip to Washington, D.C. in October.
